Dr. Duncan’s own career reflects that global and forward-looking perspective. Trained as an actuary in the U.K., he has applied his expertise across the UK, Canada, South Africa, Latin America, and the U.S. Along the way, he pioneered predictive analytics in healthcare in the 1990s, advanced managed care program evaluation in the 2000s, and founded or co-founded five healthcare analytics companies including Santa Barbara Actuaries, which was acquired by Arbital in 2023. At Arbital, Dr. Duncan continues to influence how the company applies advanced actuarial modeling and AI-powered automation to transform value-based contract management, centralize fragmented data, and accelerate insights, making complex risk-based arrangements more efficient and actionable. |

Known for both his entrepreneurial drive and his commitment to mentorship, Dr. Duncan has taught and guided more than 1,000 actuarial students as Adjunct Professor of Actuarial Statistics at the University of California, Santa Barbara. He has authored more than 80 peer-reviewed papers and several books, including Healthcare Risk Adjustment and Predictive Modeling and Managing and Evaluating Healthcare Intervention Programs, which are required reading for all healthcare actuarial students.
